Some Vietnamese can look like that, but not every Vietnamese look Chinese/EA. When they don't look Chinese/EA, it doesn't mean they're mixed with white. Vietnamese have absorbed/mixed with minorities like Cham, Khmer, and perhaps even some Malay minorities...so mixes with these groups could result in different looks. It's like how Chinese absorbed the Manchu and the Yue, and the "Han" look diversified from region to region (though there's still something called "Han" look, which can be distinguished from, let's say Hui look).

No, most Chinese are from central Asia if we consider Vietnam is south and Mongolia is north
Genetically speaking Chinese people are similar to Tibetan, Hmong, Qiang, especially Qiang people, then Tibetan and then Hmong, other than Mongols or Koreans, who tend to have small eyes in general.
Of course there're other ethic assimilated into Chinese that's why in southernmost china, some people have Vietnamese looks and in northernmost, some people have Mongolian looks
