Chiang is the one that gave up Outer Mongolia in the first place, just because he couldn't take a few threatening sentences from Stalin. Even Truman wondered why was he so unnecessarily weak kneed, since the Potsdam declaration clearly guaranteed China's borders.
Years after Chiang congratulated the Mongolian people on their independence, he lost to the communists and changed his mind about Mongolia. He led China to defeat after defeat yet he wouldn't stop his warmongering until the end. I used to at least admire his political abilities but overall, he's a principleless, opportunistic loud mouth who did not stop embarrassing China until the day he died.
chiang gave outer mongolia because his armies had to fight the CCP. he wanted to fight the soviet union, many KMT officials xalled the soviet union eveil, but the dumb idiot mao held up the entire ROC army in china.
during 1944 to 1949, the kmt army fought directly against he soviet union during the ili rebellion. the soviet union was supporting uyghur separatists against KMT, the soviet and mongols even bombed and attack Kmt troops to supprt the uyghur
while chiang fought thw soviets, mao tied up most KMT forces in china proper, they could not be srnt to xinjiang to do battle against the soviet

chiang in 1929 openly seized the manchurian railroad in the sino soviey conflict, bu because his army was tied up by the CCP he couldnt get his regular army or even a piece of $hit to manchuria, the warlord army lef by zhang was defeated by the soviets, after the defeat, people rioted like crazy, chiang couldnt stop them
http://en.wikipedia.org/wiki/Sino-Soviet_conflict_(1929)chiang kaishek openly provoked britain by meeting gandhi, and suggesting britain should get out of india, during world war 2.
chiang also allowed southern KMT general like zhang fakui to support the VNQDD militarily against french indo china. e invaded northern indo china after world war 2, and would not give it back until france surrendered every single extraterritorial right it took from china.
chiangs government accused the british of imperialism in tibet. chiang also supported the panchen lama when he was driven out by the dalai lama
also, a wealthy kham tibetan named pandatsang ragpa read dr suns three principles, and created a copy of the KMT in tibet, called tibet improvement party, it was funded by chiang.
ragpa and his party started a revolt in tibet in 1934 against dalai lama, he wanted to destroy the lamaist system, and use the three principles in tibet, to make tibet a republic within the ROC, like how tatarstan is a republic inside russia
he also wanted to revolt in the 1940s, and smuggle arms with the KMT into tibet, ragpa was in exile in china and india, since he was persona non grata to the dalai lama, he was also a KMT member, ragpa was expelked from india by the british, after tibet demanded he be arrested.
ragpa then rejoined the KMT in china,
the KMT also planned to secretely build up undercover armies in tibet, and help the panchen lama fight the dalai lama, it infiltrated the dalai lamas court
chiang kaishek did not do rash, hurried attacks after the defeat by the soviets in 1929, he oreffered slow infiltration, and supporting insurgents in guerilla wars, like the vnqqd and ragpa against tibet and france
