Killer cop had 'acute psychotic breakdown'

Police psychiatrists said PO1 Jonathan Moreņo's shooting rampage during the Kalibo, Aklan Ati-Atihan Festival last January 16 was triggered by an "acute psychotic breakdown," ANC learned Saturday.


PNP Task Force Kalibo chief Arturo Lomibao, citing the results, said Moreņo allegedly had the feeling that he was being watched, and that this belief turned into a feeling of distrust, insecurity and fear.


But despite his breakdown, Lomibao nevertheless said Moreņo did not run amuck because his actions were deliberate since he was able to selectively identify his targets.


Lomibao added Moreņo believed that his superiors were corrupting him but their investigation showed the policeman allegedly received persistent bribe offers from two fellow officers, identified as PO3 James Emmanuel Laguna and SPO3 Fidel Velasco.


Laguna has been found guilty and is undergoing summary dismissal proceedings while Velasco is still under investigation.
