cleo, besides giving china the weapons to root our all western elements in china right after it surrendered, japan was secretively the first to come to the aid of china, long before the american monkeys. read the following(that anti-mao chinese have been used to attack mao):

INTERACTIONS BETWEEN MAO AND JAPANESE LEADERS
In August 1937, in a speech, Mao said:"Some people think that I should fight the Japanese more, in order to show that I love my country. But that country I (fight for and) love would be Chiang Kai-shek's country".
On July 10th, October 1964, a member of Japan's Socialist Party visited Mao. In their conversation Mao said:
"Japan's Imperial Army is our Chinese Communists' good teacher, also could be called great benefactor, great savior."
In 1972, when China and Japan normalized relation, the Japanese Prime Minister came to apologize to Mao...
Mao said: "Not to say "sorry", because you have done us a great favor." He thanked the Prime Minister and said:"How should we thank you? We don't want you to pay war damages!"

Although China renounced the right to war reparations from Japan[6] in the 1972 Joint Communiqué, Japan gave ODA (official development assistance), amounting to 3 trillion yen (30 billion USD, 90% of which are low interest loans). In Japan, this was perceived as a way of making amends to China for past military aggression. According to estimates, Japan accounts for more than 60 percent of China's ODA received. About 25 percent of the funding for all of China's infrastructure projects between 1994 and 1998 - including roads, railways, telecom systems and harbours - came from Japan.[7]

Does Mao represent all Chinese past and present? Even if Japanese refuse to pay goverment(PRC,ROC) reparations, they should at least pay for the victims(or their family members) for their heinous crimes(murder, rape, forced prostitution, expeirmentation on civilians...). Japan should have gave the loans for free instead of being greedy bastards and attaching strings... It is correct that Taiwanese view Japanese rule as nostalgic(since Japan didn't do the deeds they did on mainland China),however the yahoo answers saying former Manchuko Chinese are friendly to Japanese is incorrect they f1cking hate Japanese guts, such attitudes you could find in Nanjing. No amount of reparations is going to make me forgive the Japanese for what they did.

Interest rate is too low to expect profit especially for the long payment period of up to 40 years.
(Current ODA interest rate is 0.3% - 1.8%)

Japan wanted to stop the loan to China since China's economy was in good prospect, but China wanted it.
If shameful loan, China wouldn't have wanted it.

Japan will not stop ODA to China
2004/12/06

BEIJING, Dec. 5 (Xinhuanet) -- Japan says it will not suspend the official development assistance or ODA to China before the agreement between the two countries, China Radio International reported Saturday. Japan's Chief Cabinet Secretary Hiroyuki Hosoda told the reporter that although the government and ruling party are under lots of pressure on discontinuing the ODA to china, this issue should be resolved by negotiations. He added that both sides should hold more talks rather than confront with each other.
Recently, many Japanese politicians appealed to completely halt the economic aid to China because China's economy is developing well.
China's Foreign Ministry spokeswoman Zhang Qiyue responded that the Yen loan is a form of mutual beneficial cooperation based on particular political and historical background.
She said any irresponsible remarks on the issue would harm the Sino-Japanese relations. Enditem

ODA was originally the name given to Japan’s war reparations, compensation paid out to many countries in recognition of Japan’s guilt over war time atrocities committed in Asia,...
...
Japan’s ODA to China begun soon after the normalization of relations in 1972 and was seen as a face saving measure for both sides, allowing China’s communist government to accept financial aid from Japan, despite Chairman Mao’s pronouncement that China neither want or need reparations, and Japan to pay reparations while avoiding the stigma of using the name reparations.
...
In recent years there have been a strong protest that the Chinese government still refuses to publicly acknowledge the true extent of Japanese ODA, or that it forms part of Japan’s admission of guilt, over its bloodthirsty occupation of China, and is war reparations in all but name.
...
To date, most Chinese citizens still believe that China received no compensation from Japan, and are unaware of the purpose and existence of ODA payments

The Joint Communiqué of the Government of Japan and the Government of the People's Republic of China was signed in Beijing on September 29, 1972. This established diplomatic relations between Japan and the People's Republic of China and resulted in the severing of official relations between Japan and the Republic of China (Taipei/Taiwan). Specifically, the treaty ended the "abnormal relations between Japan and China", recognized the People's Republic of China as the "sole government of China" and renounced any claim for war reparations from World War II. It firmly maintains its stand under Article 8 of the Potsdam Declaration.

I'm an American in China, and almost every Chinese person I know simply HATES Japan.
They say its because Japan never paid reparations to China, ...

seems like the c c p is imbuing its people to denounce japan for not paying reparation.

ODA is supposed to be for public use, not for officials' personal use.
but some of the ODA payments have been said to go into pockets of c c p officials.
i heard that the daughter of a top official (i don't say the name here) constructed her own private nuclear shelter spending billions of yen out of the ODA.
They protect themselves in case of nuclear catastrophe. But what about ordinary people...? They just don't seem to care about its own people.
Why the people trust c c p's anti-japanese propaganda...? Why they don't see the real intention of their propaganda...?

hey this is not bad at all. if u take inflation into consideration then it was a good deal for china to borrow this money at low interest. and the 4 billion dollar grant was a fine gesture indeed.
