Lao is of course Viet good friend, after all we are one in the Dong Duong Union (in the future), there is no way i could hate Lao, their natural environment is good, they have more iron mines than us, have more bronze mines than us, their resources is richer than us, i prefer they stay that way, cos accelerate the grow rate could damage the natural environment.
Building that dam(n) Xayaburi would harm the environment, incredibly... so i think Lao people should rethink about this matter, you can buy our nuclear technologies after we mastered it in about 2015, there is no need for water energy.
Co-operated with Thailand and China could improve Lao a lot, but it is not a good option as it can damge our good relationship, and farther may have great impact on Lao peaceful era, so as real Vietnamese of Dai Viet, i recommend Laotian not dip your hand too deep into this matter.

Viet and Laos commies might get along, but for Laos population. Culturally, we're much closer to siam and Cambodia than your cheap version of Chiense culture. Laos and Thailand are the only two countries in the world that speak Tai Kadai language. I can walk down Bangkok speaking Lao and those siamese hookers would understand me.
According to experts, Xaiyaboulies dam would have little impact, because it's too far from Mekong Delta. For nuclear technology, it's a joke for Vietnam. It's over rated and expensive just like your high speed train ambition. It will last 40 years then u have to pay a hefty $10 billion to get another one. For the same amount of energy, you only have to pay $2 billion in hydro electric plant.
I hope Viet govts success in building one by 2020 next to Saigon, so they can go bankrupt. Just like Bataan Nuclear Power Plant in Phillippines.
