Under the direction of yuanshou Du Hongyi, the State Counsil appointed Wu Peifu the new governor of Henan province. Former governor, Yang Licheng, was invited to Beijing to become yuanshou's private advisor.

Di Yuan Shou TLW Yang Li Cheng's recent relocation to Beijing did not come as a suprise since he had been in Beijing all along. The only era in which he was not based out of Beijing was when he was Court Composer to the Sheng family in JiangXi which was many decades ago. Last night, Chairman of Minzhu Dang, Sheng Xiaohua, was appointed the premier. This new government is called a "women's cabinet" by numerous critics and analysists. Most members of the cabinet are female friends of Sheng and her associates from Minzhu Dang, which is predominantly female itself. The only ministers whom are not removed are Minister of Treasury, Cao Ying, Minister of Transportation and Communication, Liao Jinghui, and Minister of National Defense, Xu Lixiao, because of yuanshou's strong recommendation. It appears that the "Mr. nice" yuanshou is trying to contain more support and power in the new government. The collision between Yuanshou's Palace and State Council ( or at least, yuanshou and the premier) is under the surface, but fierce.
The new premier, Sheng Xiaohua, demonstrates a high degree of belligerence, which is evidently frequent amongs matriarchal society. When she took over the office, Sheng wanted to enlarge the defensive forces in provinces of Jiangxi, Hubei, Fujian, Guangdong and Zhejiang. However, Minister of Treasury, under Du Hongyi's order, would not permit to fund to augment any forces. In addition, Sheng also shows intention of becoming the second "Hua Mulan", that is, to administrate the Ministry of National Defense as well. This morning, 24 commanders of the Northern Army ( Beiyang) sent a countersigned telegram saying "China will not have a female commander." On the other hand, commanders from Jiangxi, Hubei and Zhejiang and Minzhu Dang senators showed approval of Sheng's direction.
While the the North-South, Du-Sheng conflict goes on, the third party, Yang Licheng, became an ideal figure to near for both sides. Yang's TLW, which consists of almost 500,000 armed members, is not a force to be underestimated. Having realized this fact, Sheng has been seducing Yang for years in order to win his support. Yuanshou Du took a different approach. On Monday, he promoted Yang Licheng the title of "Jingguo General" 靖國將軍. Moreover, Du integrated TLW into the elite militia forces of Ministry of National Defense. Du also said in his report "TLW has been such a success..................it will be divided into 5 different groups in order to function effeciently." Yang himself is in charge of the 1st squadron, and other commanders will lead the rest four. They're all under the command of Du's most trusted general, Zhang Zuolin.
