its because the Philippines is a tropical country. im not sure but i think bird flu thrives on temperate regions like that of other SEA nations.

They monitored the entry of any kind of birds that came from other countries who got affected by the virus. One time, they intercepted several lovebirds that came from Europe, but since those birds stopped over in Thailand, they slaughtered those birds.
