i think dividing the philippines into individual states will solve cronism, political corruption & beaurocracy problem in the philippines because powers will be distributed.
there are 4 kinds of federal governments.
1. cooperative federalism - Ethiopia, Germany, South Africa, United Arabs Emirates, United States, Venezuela and Yugoslavia.
2. competitive federalism - Pakistan, Belgium, Austria, Brazil, Micronesia, Switzerland and United Kingdom.
3. permissive federalism - Austria, India, Malaysia, Mexico and the Russian Federation.
4. coercive federalism - Nigeria
i think the permissive federalism will be the most apropriate for the philippines for the individual states will still be permissive to the president but will still be independent with each other.
by the way the autonomous regions of coldillera and caraga (muslim mindanao) must also be included to i have a total of 5 states, luzon, visayas, mindanao, carraga and coldillera.

The first time, you proposed to make Luzon, Visayas and Mindanao as individual independent states. Luzon is run by Tagalog, Visaya is run by Visayan, and Mindanao is run by Sultan and Christian. FYI, Tagalogs are not the only people who are from Luzon, there's Ilocano, Kapampangan, Pangasinense, Bikolano, Igorot, so therefore, your proposal that Luzon is run by Tagalog is way out of the question because the non-Tagalogs would never like the idea.
If some part of Mindanao is run by a sultan, then it's like you have relinqueshed your control of this land to the sultan. Then this land is an independent nation. The Sultanate of Sulu, for example, is only a sultanate in writing but it is not considered an independent state, and the Sultan of Sulu is only a ceremonial head of state because Sultanate of Sulu is part of the Philippines. If you remember Brunei, when it was under British government, it has its own head of state which is the Governor and the Sultan of Brunei at that time is only considered as a ceremonial head of state. But when Brunei became independent, the Sultan is no longer a ceremonial head of state, instead it is beome the official head of state of Brunei.
BTW, Cordillera is NOT an autonomous region, it is an Administrative region. It has no Regional executive, regional legislature or regional sumpreme court (unlike Autonomous Region of Muslim Mindanao where it has a regional executive, regional legislature and Shariah Law). Although, majority of the people of Cordillera wanted their region to have the status of an "autonomous region" but stupid politicians don't want these to happen. It has been 15 years since the creation of Cordillera Administrative Region, but until now it hasn't received the autonomous region status. Now some stupid politicians even want to scrap the administrative region status of Cordillera and bring Abra, Benguet, Kalinga, Apayao to Region One, and Ifugao, Mountain Province to Region Two
Also, Caraga and Muslim Mindanao are two different regions. Caraga is made of the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte and Agusan del Sur, while Muslim Mindanao or ARMM is composed of the provinces of Tawi-tawi, Sulu, Basilan (except Isabela City), Maguindanao (except Cotabato City), Lanao del Sur and the Islamic City of Marawi.

Discipline our military AND police, real discipline. From their I'd move our military into working as helpers of society, or whatever you name it, just to help out in construction sites, maintenance etc. But ofcourse not the whole military but mere portions turn by turn - they can treat it as a vacation off from the military, kinda lol.
Lots and I mean lots of FINES, thats right, you drop your garbage on MY ROAD, you pay me. You take a leak on the sidewalk, you pay me. And all those fundings goes to two things, funding for roads and hospitals.
The National Lottery will have a new rule - or atleast if their is one, I didnt know lol - but anyways, the new rule is a small percentage of the lottery will go to goverment fundings every week if there ISN'T a winner. Hopefully all these extra fundings will keep our development up.
Prisoners will have a harsher sentence, just like that above me said, if your up for a death sentence, then so be it - I wont wait for 5 years and then kill you, you die earlier than that.
New National Holidays, dedicated and yes I mean dedicated to cleaning the streets and houses. People from their barangays will join in unison to clean the enviroment around them.
CAT Training will also be done in ALL schools, not just some schools but ALL of them, strict discipline and all that creates a somewhat better future.
Beautification of Major cities. Thats right, I want new painted walls, lots of trees and grass to keep down a polluted air zone, clean streets and roads.
I have alot more but meh.

Since 46.4 % of our people are living under $2.00 per day according to U.N. study and if I were the Philippine President, I would do the following:
1. Reduce the role of the govt involvement with the economy. See Milton Friedman, Hong Kong, Chile, India, Chicago Boys on Wikipedia. or see link

3. Reduce and simplify tax rates. Also, strengthen tax collections.
4. Put proposals to reform the PI constitution to allow any foreign citizens to own properties and businesses in the PI.
5. Reduce govt red tape by getting rid of unnecessary permits, regulations, restrictions, and govt employees.
6. Encourage immigration. Immigrants bring money and talents.
7. Allow foreign capital(money) to be invested with no restrictions.
8. Invest in physical infrastructures.
9. Promote regional independence for each provinces to make own business deals. Foreign Direct Investments do need to go through Malacanang Palace.
10. Institute English as the medium of instruction. Our english skills are diminishing.
In summary, Philippines needs to stop using a failed economic system called Keynesian Economics. Both U.S. and U.K. unfortunately taught the western world including the Philippines to use this economic system after WWII. But since 1980's, both U.S. & U.K. have abandoned Keynesian Economic System in favor of Free Market Based Economics. The rest is history.

I think it's better to create the states by region/ethnoliguistic groups to avoid imperialism. Luzon, is probably the most multi-ethnic division in the Philippines. There are the Ilocanos, Kapampangans, Bicolanos, Tagalogs, Igorots... The Visayas is less diversed than Luzon, then Mindanao. It would be better if things are of that way. Resentment among other ethnic groups(which is usually stemed to imperialsm) would probabaly be dissolved.

. Instead of resenting others, it would be that we might end up appreciating both our similarities and differences.
P.S.: Do you think the Chinese community should have their own representative(regardless of what 'state' they would come from)

I'll reform the tax system, so that rich companies and fat cats pay a fair share.
I'd take away programs that are inefficient or that are generating dead weight loss.
I'd solve pollution in Manila, and other metropolitan areas and vigilantly promote tourism.
1. two party system? what's the difference. Nacionalist v. Liberalist days were often described as "both parties being neither nationalist and liberals". Filipino parties are all the same...except who's in them. in fact marcos had been both.
2. televised debates are good.
3. that's another thing that i really like.
4. there's already the ombudsman and the dept of interior (dilg). maybe reforming it.
5. that's something that almost all politicians promise. unless you're magsaysay i doubt that's possible.
6. free community college. nice idea. but that means that it's going to be of shady quality, because there's lack of funding or being run by filipino bureaucracy.
7. sounds like a good idea. but you'd need a big executive and a very stalwart one to shake the jiffing rich folks.
8. sounds good. but you'd need tons of funding and reinforcement for that as well.

A true leader is one
who places truth and
service in the first place and
the emolument of the profession in the next. The real
leader must submerge himself in the fountain of the
people. A country’s progress depends on the leader
because he has the ability to recognize a problem before
it becomes an emergency. Therefore, it is the
responsibility of the leader to work for the development
of the nation. If I were the leader of my country, I would
introduce reforms for promoting wild life preservation,
integrated rural upliftment and solving the problem of
illiteracy in India.
The English poet John Donne has said that no man
is an island by himself; that everybody is a part of a bigger
system. This concept applies to all facets of life on this
earth; no species is an island entirely by itself and each
is a part of the whole. This is known as interdependence.
The life of man on this planet would be insipid, colourless
and almost impossible if wild life were to be wiped out. In
the ecosystem all the living species including plants and
animals are interlinked. Interference with any species will
have long standing repercussions on the other.
The denizens of the forest like lions, tiger stag dears,
rhinoceros, elephants, wild assess and the wide variety
of wild animals are highly useful to mankind. In the first
place, they maintain the ecological balance of nature.
They are an integral part of life on this planet and their
disappearance will create a void in nature which will
adversely affect mankind itself. The forests are agog with
the voices of wild animals and their myriad activities. They
cannot live without forests, hence their survival
necessitates the maintenance of forest cover. The
existence of a wide variety of wild animals provides a
beauty and colour to life.
Nowadays wild life is being put to commercial use
and huge forest cover is being wiped out. This is not good.
Birds and animals should be allowed to live freely in natural
habitat. The most important function wild life performs is
that it saves us from environmental pollution. Many birds
and animals produce a sound which dispels the effect of
noise pollution. Forests also help in controlling air and
water pollution. These days, however, many species of
animals are on the verge of extinction. The number of
animals like tiger and one horned rhinoceros have
alarmingly been reduced. One of the most important
causes of the disappearance of wild life has been the
systematic deforestation of an extensive area by man.
Many people kill wild animals and birds just for sport. I
would impose a ban on all such sports. I would appreciate
the efforts of the national parks and sanctuaries of India
for the preservation of wild life. I would give great priority to
the aforestation programme and the conservation of the
existing forests. Awareness would be created to protect
wild life.
India is the country of villages. Seventy percent
population of India lives in
villages. The prosperity or
backwardness of India
should, therefore be gauged by the prosperity and
backwardness of the villages. Since the attainment of
independence, we have made phenomenal progress in
almost all fields of life and the average standard of living
seems to have gone up. Needless to say, the villages have
also benefited immensely from the development plans
carried out by the government and the villages of India
today are far different from the villages of India before
independence. But the villages are still steeped in
backwardness, poverty, squalor and disease.
The first factor responsible for the bad condition of
villages and villagers is their economic condition. Their
financial backwardness results in indebtedness which
becomes an unending problem for them. Agriculture too,
is in a bad state. Most of the cultivators, despite wonderful
progress having been achieved in the methods of
mechanised agriculture are still going on with their old
methods of cultivation resulting in the per hectare yield
being too low.
Next problem of villages is of health. Although
hospitals have been opened in large numbers, problems
still remain unsolved due to the doctors being reluctant to
live in the villages.The poor villagers have to do with their
old methods of treating diseases. Most of the villages
remain cut off from the main stream of modern life owing
to the lack of means of communication and transportation.
In most of the villages, education is absolutely nil. Owing
to the lack of education the villagers have a tendency to
fall prey to several social evils.If I were a leader, I would
give top priority to the development of villages. Villagers
would be encouraged to adopt scientific methods of
cultivation. Improved variety of seeds and irrigation facilities
would be arranged for the farmers and major stress would
be laid on the education of villagers through schools and
adult education centres.
If agriculture improves, the financial position of the
villagers will improve. I would make credit available to
villagers on low rate of interest. Loans would be given for
agricultural purposes. Marketing societies would be
opened in the villages for the purpose of marketing village
surplus produce at proper rates ensuring to the villagers
a fair return for their commodities. Villages would be
electrified in order to facilitate the establishment of small
scale and cottage industries on modern lines with a view
to produce employment and part time work to cultivators
in off-season. Hospitals and dispensaries would be
opened and properly staffed and equipped with necessary
medicines. Doctors would be encouraged to serve in
villages.Lastly, if I were the leader of my country, I would
make elementary education compulsory because the
progress of a nation depends on the education of its
citizens.Thus I would hasten the process of development
of my country.
Three devils of the planet
Do you know the three devils? Yes, they are air, water
and noise pollution. What are the effects of pollution?
Pollution has a harmful effect on our body.
(1) Air pollution
The most dangerous pollution is air pollution. It is
caused by the factory smoke, chimney smoke of houses
and burning of garbage. If a man burns the garbage and
stands near it for five minutes, he can breath in 20% of
the gas produced. On this Diwali, children of many school
took a pledge that they will not burn crackers. For spreading
this message around, a rally was also taken it out.
What are the problems caused by air pollution?
(a) It produces gas which can make a man blind.
(b) It produces a gas which gives an asthma patient an
attack.
(2) Noise Pollution
The second most dangerous problem is noise
pollution. This kind of pollution consists of loud, high pitched
or shrill sounds. The loudspeakers must be banned at all
costs.
(3) Water Pollution
The third form of pollution is water pollution. Pollution
taking place in water is called water pollution. Water must
not be passed through drains to the rivers neither should
the water containers at our homes be kept open. Drinking
polluted water can make us weak from inside.

I should not have done this
Pink is my favourite colour and my birthday dress
was also pink in colour. On my birthday, my aunt had
gifted me a beautiful pink dress from Singapore.
It was getting hard for me to wait for the evening
birthday party. Though I had got many gifts, my birthday
dress was the centre of attraction for me and also for a
young girl, the daughter of my maid. I could see the glimpse
of brightness in Naina's eyes for my dress.
In the evening, the celebrations began and I moved
down from my room in my pink dress assuming myself to
be a princess. Everyone began to congratulate me with
a smile "Your dress looks lovely," they would say. Naina,
my maid's daughter who was serving cold-drinks to the
guests had half her mind diverted towards my dress.
I cut the cake and the party began on its full charm.
Suddenly, Naina made a mistake. She accidently banged
the tray of cold-drinks against me and in the matter of a
few seconds, my dress was all smeared with the cold
drink. I don't know what happened to me all of a sudden.
I lost control over myself and gave a tight slap on Naina's
frightened face. The party suddenly took a serious turn.
Naina, standing in a corner was crying and I, with my
spoilt mood ran towards my room. My aunt came and
told me that nothing had happened to my dress as it was
made up of the finest water resistant fabric. After a lesson
or two from my aunt, I realised my mistake and remorse
pushed me to compassion. I begged for apology from
Naina.
Though it was my big mistake, Naina was equally
sorry. With great regrets I must say, "I should not have
done this."
Set goals - Enhance your potential
Students should give their life a purpose. They must
set goals for their life. Life without goals is meaningless
and goes waste as it reaches nowhere. Setting goals is
essential for everyone. It gives a purpose and direction
to your life. If a river is not given a direction, it causes
havoc. Setting goals makes you aware of what you are
and what potentials you have. A student feels tired within
two hours of study when he does not have any goal, but
when he fixes the goal of securing a certain percentage of
marks in examinations, he does not get tired even after
four hours of continuous study.
Students have tremendous potential. They just have
to fix goals and strive to achieve them. This way, they will
come to know of their potential. There is an ocean of
talent inside everyone. One just needs to explore it.
Setting goals makes your mind disciplined. You will not
waste anything be it time, money or intelligence. Instead,
you will make full use of them. You will have full control
over your mind. It will not wander and wish for many things
and thus waste its energy. A mind that has set goals
always remains focussed on them. It can never go astray.
Other things never tempt it. Arjun, in Mahabharat sees
nothing except the eye of the bird sitting on the tree. The
colour or beauty of the bird does not divert his attention.
A soldier's eye sees nothing except the target of attack.
"Great minds have purpose, others have wishes."
Setting goals develops sincerity. You start taking
things seriously and understand them deeply. Setting
goals brings confidence in you. Goals should be set
intentionally with a balanced mind. Understand yourself,
your purpose and your responsibility completely and set
your goals. Until a student passes all the subjects, he
cannot be entitled to sit in the higher class. Securing
highest marks in one subject is meaningless if you fail
even in one of the others. Remember, "Achievements lie
within the reach of those who reach beyond themselves"
because they explore and enhance their potential.
If I were the president of the Philippines, I would concentrate on the economic
condition of Philippines, development and progress in the field of
education and many more objects. I will make many
programmes for literacy of adults and children. I will see
whether the ministries are working efficiently and if the
government is able to fulfil the needs of common men.
I will perform my job very sincerely and see to it that
opposing party does not get an opportunity to raise
objections. I will give rewards and laurels to the people
who show bravery and save the lives of people.
I will ask the people of India to try their level best to
keep their country clean and plant more and more trees
and promote programmes like 'green city, clean city'.
I will ask people to work together and try to make this
country the best country in the world. I will create peace
and harmory so that terrorism does not spread its roots.
I will see that our national heritage is protected. I will
ensure that regular meetings of ministers are organised
for discussing about development of India. I will help India
reach the top of the world and will try to make India rich
and prosperous.

Population growth: boon or bane?
In the increasing chaos of the world, the only
thing that guides us towards development is
discipline. It is the law of nature and also most
essential quality of life. Everything from sunrise
and sunset, changing of seasons, flowering of
plants, wind, rain, birth and death follow a
disciplined cycle of generation and degeneration.
Discipline brings order to our life. It encourages
us to co-operate with each other. It means
responsibility and regulation of our desires and
impulses. All the great persons in the world history
were disciplined. It is the building block of
character. Discipline makes a child good and
smart, and dependable and acceptable to the
society. Thus, we should try our best to develop
discipline in our daily lives and to possess great
character which is the glory of life.

Is population growth in India is a boon
or bane? This topic has been under
discussion for many years. According to
a UNO report, the growth of population in
India is so fast that in a few years we may
have to face the problem of scarcity of space. I however,
slightly differ from this view. According to me this growth is
definitely a boon for a country like India where the economy
largely depends on agriculture. In the words of Mahatma
Gandhi, the soul of India lies in its villages.
Around 99% of our economy depends on agriculture.
Today, there are many machines and equipments available
for helping farmers in their job but due to their high cost,
they are beyond their reach. Moreover, the importance of
manpower cannot be underestimated. Today it's just the
manpower which can help us overcome the growing need
of funds for the all round development of our country.
According to few people the population growth has
given rise to many slums on the outskirts of major cities
like Mumbai, Delhi etc. But large population is not the
only reason behind the growth of slums, it is rather due to
the faulty planning of the government. Our ministers and
leaders have thought well about the urban planning and
there is no doubt that our urban development is
praiseworthy but they are lagging behind in case of rural
planning. If the rural planning is good,
the population of these slums can be
diverted back towards the villages and
these areas can be provided with
proper employment facilities.
Its true that the government is taking full interest in
beautifying cities and is spending lots of money. One
of the most practical examples is that of Ambedkar
Park in Lucknow. About Rs 500 to 600 Crore has been
spent on it. If all this money was used for establishing
industries, the problem of unemployment could surely
be cured.
Today, due to the scientific development, even small
things like toffees and chocolates are prepared by
machines. The problem of unemployment can also be
coped with by making such jobs done manually.
It's very easy to prove anything bad. More
population, more food to eat, some people argue. I
don't disagree with this point but it cannot be neglected
that manpower is the must. So, remember, 'More
people, more brains to think and more hands to work.'
India is the largest peninsula and one of the biggest
countries, so it will be wrong to say that population
growth in India is a bane.

An accident I witnessed
Accidents occur when we are not attentive and do not
follow traffic rules. One day I was coming from school. A
boy was crossing the main road hurriedly. He did not see
to his left and right before crossing the road. A car coming
very fast collided with the boy. The boy fell down on the
road along with his cycle and school bag. He was hurt on
the head. His leg and arm were injured. Many people
gathered around him. Some of them helped the boy to
collect his bag and cycle. They asked his address and
telephone number. One gentleman rang up and informed
his family members while others took him away to the
hospital on rickshaw. Some people from the crowd caught
hold of the driver and handed him over to the police. They
told the police about how the accident happened and asked
them to help the injured boy at the hospital. The police
went to the hospital and took him away to a bigger hospital
for further treatment. His parents and relatives also reached
the medical college.
The accident occurred due to the carelessness of
the boy. He should have seen the movement of traffic
before venturing to cross the road. Accidents can never
occur if we are attentive and allert.

World Peace is the need of the hour
If I were the leader of my country, I would take all
possible steps to bring about peace in the universe. We
need to lean back into the preachings of our epics and
the verdicts of our ancestors. "Ahimsa Parmo Dharma"
is the guru mantra which can create the feelings of love
in our hearts and can help flow the blood of peace in our
veins, thereby energizing us to act for creating an
atmosphere of peace in the universe. Just as the natural
air, water, minerals and cereals are essential to keep us
alive, peace and cooperation are the ingredients that
activate our mind to act peacefully. "vkse lgkuksHkorq lgukS Hkqourks
lgoh;Ze djokc gS" is what the epics preach us in respect of
how to lead an honourable life. This hymn teaches us to
act with the feeling of cooperation and brotherhood.
The greatest economists have rightly held that man is
a social animal meaning that interdependence and
dealings between one and another are almost essential.
Survival of mankind is not possible without cooperation.
"Give and take" is the only possible way of our service
without which our existence has no meaning. In other
words, every person needs the help of the other and that
is possible only through mutual understanding and a
feeling of cooperation which we can't have without
maintaining cordial and peaceful relations with the one
whose cooperation we need.
Lord Buddha, Mahatma Gandhi and several others
have come forward to create peaceful relations amongst
the people of universe without caring for the miseries
they would have to face in leading such a life. The blood
shed, terrorism and killing of innocent people is what we
now find spreading in almost all countries. This destructive
attitude is a curse, a sin and the evil that needs to be
curbed once and for all to maintain peace in the world.
Let us resolve now to remain peaceful and to work
and live for peace.
A journey by train
"All work and no play
Makes Jack a dull boy"
Everyone wants to have some days' rest in his or her
life. If we children do not get rest for a while, we will become
dull and will not have capacity to work any more. With the
objective of providing some respite to the students, they
are given summer vacations as a long break.
This year during my summer vacations, my family
planned to go to Shimla. My father got the reservation 10
days in advance. My brother and I were very excited. We
reached the railway station at 9.15 p.m. The platform was
full of people. Some people were buying books, some
taking dinner etc. The train arrived. All the passengers
rushed into the train.
The train started to move slowly and gained speed in
a few minutes. I sat beside the window. My brother and I
started solving some puzzles. Then, it was about
10.30 p.m. We ate our dinner. Now I started looking
outside from the window. Everything seemed to run
backward. After the whole day's hard work the farmers
were going back to their houses. Trees looked as they
were moving backward. There was greenery all around
and the fields looked very beautiful. Everything was very
quiet and beautiful. The dust got into my eyes. After some
time the ticket checker came to check our tickets.
I was feeling sleepy so I slept on my berth. Next
morning, when I woke up the hawkers came. My brother
and I bought some sweets. My father and mother
preferred tea.
After some time, nearly at 11 o'clock, we reached
our destination, Chennai. This journey was really one of
the most wonderful experiences I have ever experienced
in my life. I would like to go on one more such journey
with my friends after I grow up.

Zoo is a place of great interest and knowledge. It has
great educational value for the school children. It is a
place where animals and birds are kept. It provides great
fun and pleasure to the visitors.
My uncle lives in Delhi. I went to see
him during the last summer vacations.
One day he took me to zoo. We went
there by a car. We purchased two tickets
and went in. We contacted a guard named
Raja who took us round the zoo. Every
animal and bird was familiar to him.
First of all, we saw the cages of
deer, foxes, jackals and wolves. They
were moving up and down in their
enclosures. We saw all types of
monkeys. They were swinging on the
branches of trees and were making all
sorts of noises. They made faces at us. Raja told us
everything about the monkeys.
As we entered the enclosures for the wild animals,
we got frightened hearing
the loud roar of the lion. He
was moving restlessly in the
cage. He looked angry.
Bears and wolves were
growling. We also saw the
long necked giraffe, the
stripped, zebra, the laughing hyena and many other
animals.
We enjoyed a lot. After some more time at the zoo,
we came back home. It was indeed a memorable day.

My friend, Mandeep
My best friend is Mandeep. He is my best friend
because he always helps me in trouble and whenever I
have any problem, he always comes forward to solve it.
He never misses a single day of the school and he
comes to school daily on time. He never speaks rudely.
He always keeps his clothes neat and clean and brings
his bag according to the time-table. When the teacher is
teaching, he listens to everything very carefully.
Mandeep never fights with me and I am sure we will
never break our friendship.

Make new friends
How to make new friends? Let's face it. No matter
how important a long-distance friendship is, you still need
a friend near your home. Searching for a local friend
doesn't mean you're being disloyal to your pal who has
moved away. She/he needs friends too.
1) If you're the pal who has moved away, start with a
walk around your neighbourhood. See if there are
any kids of your age hanging out. May be they've
gotten together a pickup soccer or basketball game.
Introduce yourself and ask to join the game.
2) If you're the friend who's stayed in the old
neighbourhood, ask a new kid over to your house, or
to go for a slice of pizza. Chances are she/he's
nervous about being in a new place, and will be
grateful for the company. You may find that she/he's
really cool.
Ghost in the graveyard
This is the perfect game to play when it is almost
dark, right before you have to go home. Choose a home
base. Pick an "It" out of your friends. "It" stays at home
base, covers her eyes, and starts to count by chanting
"One o'clock, the ghost isn't here, two o'clock the ghost
isn't here..." She continues the chant until she reaches
"Twelve o'clock, midnight." While "It" is counting, all the
other players hide. When "It" yells "midnight," she/he goes
to look for the other players. On finding a player, "It" yells,
"Ghost in the graveyard" very loudly. Then all the players
run as quickly as possible to home base. "It" tries to tag
them before they reach home base. Everyone who was
tagged joins "It" at home base to repeat the chant. Everyone
else goes and hides again. The game continues like this
until every player has been tagged.
So, put on your sneakers and get ready to run fast!
