EBINA, Kanagawa -- A middle-aged man who fondled young sisters Friday in front of their kindergarten was arrested Saturday for violence, police said.
"Kindergarten officials were unkind to me," he was quoted as telling investigators.
Chiba visited a kindergarten in the Kawaraguchi district of Ebina Friday afternoon and told a teacher that he wanted to take one of the children home, local police said.
However, there is no child named by Chiba enrolled at the kindergarten. Chiba had been talking with the principal in front of the kindergarten gate, when he suddenly lunged at sisters aged 4 and 3 and hugged them both as they tried to pass by him with their mother.
Chiba fled the scene by car, but an eyewitness remembered the vehicle's license plate number, leading to his arrest, police said.
