How exactly do you ask someone if you can take their picture in japanese? Also to take a picture with them? And then the best part, how do you explain you're a foreigner and that their fashion is hella cool?

And a side question, is it considered extremely weird and/or rude for a foreigner to ask a stranger for their picture? Cause I've already done it a couple times with hand gestures and they didn't seem to mind. But I'm still not sure and always hesitate.

EDIT: felt I needed to be a tad more specific incase someone actually answered.
