I wanted to know if there are Filipino anime, manga, and game characters out there. It looks like I couldn't find any.

LOL! Me and a friend was just talking about making a "Street Fighter-like" game. We'll have Filipino fighters... Some kid with kung-fu style called "Sayonatsi" which makes him run very fast. Another, a huge dude that looks like a "Takusa" gang complete with 3-piece suit and shades (to hide the black-eye). A student wearing a UP Diliman uniform that uses the spectators as weapon called "People Power." A petite underage girl that have a special power luring an opponent, especially foreigners, only to get beaten by two huge guys. A rich looking kid that uses "Resbak" when beaten. Etc.
