in 1974/1975 my father was a sailor on a ship called Black Ospray with a Phillippine man called Rolando ( or Rolan) Paloma. He was originally from Manila. My father is celebrating his 50th anniversary next year, and I want to surprise him.

Are you sure this isn't a joke? hehehe First, I think this is not the right place to ask for help. Maybe you could go to some government agencies to ask for help. Second, many Filipino posters here do not live in the Philippines. Although I do, I honestly don't know how help to you.
