The interminable pas de deux executed by Iran and those who would blunt its nuclear ambitions embarks on a new movement today, with the expiry of a UN deadline and a report from the atomic monitoring agency. As the deadline approached, President Mahmoud Ahmadinejad rejected the Security Council's demand, adopted by all 15 members save Qatar, that his country cease enriching uranium by August 31; he said it would not yield to pressure from "arrogant powers". At the same time, a junior official said Iran was ready to continue "productive" negotiations.
In short, Teheran is pursuing a well-tried tactic: not yielding on the UN's core demand, while attempting to string out the diplomatic bargaining. Because of divisions within the Security Council, it has been able to do this at minimal cost. Iran's latest act of defiance will be another test of whether the council is worthy of its name. In its deceitful pursuit of a nuclear bomb, its call for the destruction of Israel and its sponsorship of terrorism, Iran is a highly destabilising factor in one of the most volatile regions of the globe.
The signs are not encouraging. America and the EU troika (Britain, France and Germany), whose patience has been exhausted by the Iranians, may be convinced that the time has come to move beyond words to sanctions. But the Russians and Chinese, partly for commercial reasons, partly out of a cussed wish to oppose Washington, have hinted that the imposition of sanctions is premature.
