Vietnam is a communist country. It would be very funny to have a billionaire in such a country because no one is really allowed to own anything except the communist officials.

Although Vietnam corruption score is better than Philippines and Indonesia, all three of them are still in 2.0 to 2.9 range. This is not good.

Everyone on this list is an ethnic chinese except a few. If Viets didn't kick all the chinese out in the 70's then there'd probably be a few "viet" billionaires by now. But too bad, as a result of this action me thinks you'll have to wait a long time before you'll see a viet billionaire.
