The Russian military forces has shrunk but they have made technological improvemenst in certain areas. They have developed some new fighter aircrafts that would give competitors a good run for their money.
The Russians also developed a super fast rocket propelled toepedo that has no western counterpart. They also developed the deadly "Sunburn" anti ship missle rocket that both scares the heck out of the U.S. navy.
They also have developed hypersonic cruise missles that has no western counterpart to it. (they are at least 20 years ahead in hypersonic cruise missle technology)
They have imporve their RPG rocket system with tandem/binary systems that can penetrate reactive armour. They also develope a thermabaric as well. etc

There are other Russian military improvements not mentioned. There was difinatly a set back in Russiain its military in the 90's but now more and more systems are being recently developed.
Russian development in the face of adversity is admirable, they do very well in certain areas. But they have stiff competition.
There is actually a western counterpart to the rocket torpedo, the Germans have the barraccuda torpedo which uses a nose cone for steering.
Russian aircraft are good but many small nations are able enough in this day and age to afford western european fighters. Thailand and Czech Republic are looking at the Gripen and Poland is looking to the eurofigher.
Also small countries are able to afford the Leopard 2 mbt which is theoretically the finest mbt on earth. Many small eastern european countries have adopted it while the Russians are lacking in armor development.
Westerners have SMAW and panzerfaust 3 to compete with RPG, western counterparts tend to be more accurate. Russians lack a weapon comparable to the Carl Gustav and thermobaric is yesterdays news.
Russia's ak system is beautiful in its own right but its a weapon for conscripts and farmers. In todays military they have professional soldiers who need precision small arms. Russia lacks advance small arms, the west are ages ahead in terms of accuracy and user friendliness.
Anyways I think that the world is saturated with newer arms technology that everyone is trying to undercut everybody, thus cheaper prices for the latest and greatest. I love russian imagination and I hope they survive.
