didn't sk have a limit on the range of missiles?

No, no limitations on cruise missiles.

The rule's not really clear on the missile agreement between the Americans and us. Well I'm sure that they have the full paperwork and all, but few people seem to know the exact details thereof. As I understood it, the agreement between the Korean government and the US had been that Korea will limit all military-related missile technology to 180km ranged crafts.
That was modified several years ago to 300km on military missile, no limit on technology development. I'm not sure about the commercial side though.
However, there seemed to have been something different about the agreement that wasn't widely recognized by the public, which was the supposed 1500 agreement. South Korea would develope missiels only within the 1500 number frame, that is, if your missile warhead is 500kg, the ranged would be 300km, and vice-versa. There also appeared to have been a tacit agreement that Korea could ignore these restrictions as long as it was relatively secret.
But after the Defense Minister's words and this release, I'm just not sure anymore. We've known for years that the supposed cruise missile was longer-ranged than what we were hearing. 1000~1500km according to certain estimates. I personally think that this is yet another ploy of the government to appear tough, but hell, I despise them so I'm probably biased.

The 300km range limit applies only to ballistic missiles. Cruise missiles were never discussed in the treaty.

Well, since ballistic missile is out of the question at that range for the moment, we have to depend on the ramjet cruise missile technology. I've heard about hypersonic cruise missiles under development in Korea, but information is bit sketchy.
