However you feel is best. Most people I know usually use their hands to take pieces of the crepes (in masala dosa its filled with a potato type curry btw) and use the chutneys as a dip.
Personally, I like to drizzle the chutney on top and then eat a lot of the time.
Should give it a try, its really nice.
