The weird truth is... The Philippines was actually rich during both Spanish and American times. Rich compared to British oppressed India, China and Malaya, and Dutch East Indies protectorate and French Indochina.
As far as colonialism is concerned, the Spanish weren't as bad as the British forcing opium on the Chinese, and crippling India's textile industry. They were still bad though, because Spain was already a backwards country in itself.
