I think the most effective way to remedy corruption is from the top down. Start by de-emphasizing a one-party authoritarian rule. Throw in some political competition to help keep officials and politicans on their toes and more honest.

Emplement checks, balances and accountabilty by having anyone that holds a public positon answer to someone else or another party. This won't "cure" corruption (as we see in the US with Bush and his policies) but it will stem if from further damage and remedy the symptoms (as we see in the US with Bush having to answer to congress and plead for funds to continue any of his policies)

Then set the consequnces for being corrupt to be imposed by a third party.
