I am not commenting on the (supposed) festival, but on the notion of "photoshopping'. Photoshop in the right hands, can result in an image that is indestinguishable to the human eye as to whether it is real or fake. When using the term "photoshopping", it loosely means "image editing" not simply using the lone program itself, so the inclusion of other tools such as manual camera effects, 3d compositions, etc can take place. Advanced Photoshopping can fool the eye and there is no way to tell (because it fools the eye) other than the artist revealing that it was a mock-up.
This is an intermediate/advanced example:
At first it would look like some computer rendered image of clothing: but it is actually a real photo of Halle Berry (Storm in X-Men if you didn't know) but she was completely photoshopped out. To professional critiques in design competitions and graphic art institutes this is fairly normal calibre and more advanced artisits can mimic much higher standards
