Lagi, Presiden dan Wapres Bertemu Empat Mata

Presiden Susilo Bambang Yudhoyono dan Wakil Presiden Jusuf Kalla mengadakan pertemuan empat mata di ruang kerja Kantor Presiden, Jakarta, Rabu (8/11). Ini merupakan pertemuan empat mata kedua bagi Presiden dan Wapres setelah pembentukan Unit Kerja Presiden untuk Pengelolaan Program Reformasi (UKP3R).



Pertemuan di luar jadwal dimulai pukul 13.00 di tempat sebelumnya pertemuan serupa di gelar, yaitu di ruang kerja Presiden. Seperti pertemuan sebelumnya, Wapres membawa sejumlah berkas bermap biru. Seperti pertemuan sebelumnya pula, Presiden dan Wapres memakai pakaian safari yang sama. Bedanya, pakaian safari Presiden berwarna abu-abu lebih gelap dibandingkan pakaian safari abu-abu yang dipakai Wapres.



Dalam pertemuan kali ini, saat datang di Kantor Presiden, Wapres disambut Sekretaris Kabinet Sudi Silalahi. Sudi menemani Wapres saat menunggu kedatangan Presiden. Presiden berjalan kaki dari Istana Negara menuju Kantor Presiden. Dalam pertemuan empat mata sebelumnya, Wapres disambut juru bicara kepresidenan Andi Mallarangeng dan sekretaris pribadi presiden Brigjen Kurdi Mustafa. Dalam pertemuan empat mata kali ini, kedua staf khusus presiden ini tidak terlihat menyambut Wapres.



Saat berjalan menuju Kantor Presiden, Presiden menyapa dan bertanya pada beberapa wartawan yang mengambil gambarnya. "Ada yang aneh?" tanya Presiden sambil tersenyum bergurau.



Karena pertemuan mendadak di luar jadwal berlangsung tertutup, tidak diketahui agenda yang dibicarakan kedua pemimpin. Mengingat Presiden tengah menyusun kembali tata kerja UKP3R yang diketuai Marsillam Simandjuntak, kemungkinan pertemuan membahas hal tersebut.



Pukul 14.00 dijadwalkan digelar rapat kabinet terbatas yang dipimpin Presiden. Sejumlah menteri sudah mulai berdatangan ke Kantor Presiden untuk membahas salah satu agenda rapat pembangunan infrastruktur.

Australia and Indonesia to sign security pact next week, PM says

CANBERRA (AP): A security pact to be signed between Australia and Indonesia next week showed that the two countries had moved on from diplomatic rifts over East Timor and Papuan asylum seekers, Prime Minister John Howard said Wednesday.

The agreement to be signed by Foreign Minister Alexander Downer and his Indonesian counterpart Hassan Wirajuda in Jakarta will replace a bilateral defense treaty torn up by the Indonesians in 1999 when Australia led international troops into East Timor to restore order after the former Indonesianprovince's bloody independence ballot.

The new pact, which will formally recognize Indonesia's sovereignty over its sprawling archipelago, also comes after Canberra outraged Jakarta earlier this year by accepting the refugee claims of 43 asylum seekers from the restive province of Papua.

Howard said he welcomed the pact which has been under negotiation for two years.

"I think it's a manifestation of the balance and maturity of the relationship," Howard told reporters.

"It does show that our relationship has moved on and absorbed some of the adversities surrounding it, arising out of East Timor and more recently out of the 43 asylum seekers," he added.

Indonesia temporarily recalled its ambassador from Australia after the Papuans, who were involved in the province's separatists movement, were accepted as refugees despite Indonesian President Susilo Bambang Yudhoyono's personal assurances that they would not be harmed if they returned. (**)

Militant on trial over beheadings

A suspected Muslim militant went on trial yesterday on charges of beheading three Christian schoolgirls on the terror-scarred Indonesian island of Sulawesi last year.


Prosecutors said the accused, Hasanuddin, was one of the three attackers who wanted to avenge the deaths of Muslims by Christian mobs during sectarian fighting.

The girls were attacked while walking to school near the town of Poso in central Sulawesi.

Prosecutors said the attackers left a handwritten note with the girls’ heads vowing more attacks.

“We still need another 100 heads,” the note allegedly said.

Two other suspects due in the Central Jakarta District Court yesterday had their trials postponed until next week.

The three men have been charged under Indonesia’s anti-terrorism law and could be sentenced to death if found guilty.

Prosecutors said that Hasanuddin was the ringleader in the attack and was present but did not take part in the murders.

Indonesia's top Islamic authority allows abortion for rape victims

The Indonesian Council of Ulema, the highest authority on Islam in the world's largest Muslim nation, has decreed that victims of rape should be allowed to have an abortion, the council's deputy chairman has said.


"In rape cases, pregnancy is forced on the victims. It is not a planned or wanted pregnancy," Ma'aruf Amin told AFP.

But he added that the recently issued fatwa also mentioned that abortion was only permitted if the foetus was not yet 40 days old.

"At the age of 40 days after pregnancy, the foetus already has a soul... so that to prevent the taking of life the abortion should be conducted before the 40th day of pregnancy," Amin said.

He said that abortion was also allowed if the situation threatened the life of the mother.

The state Antara news agency, quoting research by a foundation for women's health, said that about two million Indonesian women underwent abortions in 2004.

Indonesian state law allows abortions only on medical grounds, if the mother is threatened or the baby could be born with a serious handicap. It also allows for abortion if the pregnancy could lead to mental disorder, such as in cases of incest or rape.

Indonesia is the world's largest Muslim nation with over 90 percent of its 220 million people followers of Islam. Islam does not permit abortion under normal health conditions, and considers it an elaborate act of killing an innocent person. — AFP

JAKARTA, KOMPAS - Wakil Presiden Jusuf Kalla menilai, pengamanan dan segala urusan yang menyangkut penyambutan kunjungan Presiden Amerika Serikat George W Bush bukan suatu hal yang berlebih-lebihan. Wapres yang pernah dijamu dan dikawal ketika datang ke negeri Paman Sam ini justru kasihan pada Bush karena segala urusan itu.

"Saya sangat menikmati sebagai Presiden, (maksudnya) Wakil Presiden Republik Indonesia. Kemana-mana tidak perlu dikawal. Kasihan itu (Bush) kalau begitu. Anda bersyukurlah Presiden kita tidak dikawal seperti itu. Bayangkan susahnya berjalan melihat banyak orang di sekitar," ujar Kalla ringan sambil tersenyum penuh gurauan dalam jumpa pers di Istana Wapres, Jakarta, Jumat (10/11).

Kalla menilai, anggaran yang dikeluarkan untuk penyambutan Bush sekitar Rp 6 miliar tidak lah berlebihan. "Enam miliar bagi kehormatan suatu tamu bukan suatu berlebih-lebihan artinya untuk menghormati tamu. Saya waktu ke Amerika Serikat juga dikawal berpuluh-puluh orang," ujarnya.

Mengenai penerimaan Indonesia terhadap kunjungan Bush, Kalla minta tidak diartikan semua kebijakan Amerika Serikat diterima Indonesia. Punya hubungan baik dengan Amerika tidak berarti apa yang dilakukan Amerika harus disetujui Indonesia. Sama seperti anda kalau berteman. Dalam kebijakan yang dikritik masyarakat seperti masalah Iran, Irak, dan Palestina, kebijakan kita sangat berbeda dengan Amerika," ujarnya.

Karena Bush datang sebagai tamu, Indonesia harus menghormatinya. "Apalagi sebagai umat Islam, tamu itu dianggap sangat penting sekali," ujarnya.

Achmad Ali Tidak Penuhi Panggilan Kejati

MAKASSAR, KOMPAS - Pemeriksaan Kejaksaan Tinggi Sulawesi Selatan terhadap tersangka calon Hakim Agung, Achmad Ali, Jumat (10/11) terpaksa mundur. Achmad Ali tidak dapat memenuhi panggilan Kejaksaan Tinggi Sulawesi Selatan karena sedang menjalankan tugas sebagai anggota Komisi Kebenaran dan Persahabatan Indonesia-Timor Leste di Denpasar, Bali dan Jakarta tanggal 8-24 November.

Ketidakhadiran Achmad Ali memenuhi panggilan Kejati Sulsel disampaikan kuasa hukum Achmad Ali yaitu Nico Simen, Asmaun Abbas, dan Asfah Gau. Sebagai bukti ketidakhadiran Achmad Ali, mereka menunjukkan salinan undangan yang dikirim Komisi Kebenaran dan Persahabatan Indonesia-Timor Leste kepada Achmad Ali tertanggal 7 November.

Informasi mengenai ketidakhadiran Achmad Ali disampaikan kepada Asisten Tindak Pidana Khusus Kejati Sulsel, Abdul Taufieq, yang selanjutnya diteruskan kepada Kepala Kejati Sulsel, Masyhudi Ridwan. Kejati menjadwalkan pemanggilan kedua terhadap Achmad Ali Selasa (14/11) pekan depan.

"Insya Allah informasi ini kami teruskan kepada Prof. Achmad Ali. Beliau sudah mengetahui jadwal pemanggilan keduanya dan akan mempercepat tugas-tugasnya di Denpasar agar bisa menghadiri pemeriksaan," kata Nico.

Namun apabila Achmad Ali tetap tidak dapat memenuhi panggilan kedua, Nico mengatakan minta perpanjangan waktu hingga Jumat pekan depan, dengan alasan Achmad Ali sedang menjalankan tugas negara.

What the U.S. elections mean for Southeast Asia

Tuesday's elections in the U.S. were a great victory for the Democrats, who not only seized control of the House of Representatives, but took a majority in the Senate, too. Even more refreshing were their gains in the gubernatorial elections, winning 28 of 50 governorships. The triple victory establishes the complete Democrat domination of politics, something the party has been waiting for more than 12 years.

The power shift is likely to bring sweeping change to American politics and affect the rest of the world, including Southeast Asia. While the new Democrat leadership may largely focus its attention on the Republicans' lackluster performance in Iraq, they cannot ignore development in this dynamic region.

Southeast Asia will remain on the Democrat radar screen because of its strategic geopolitical location. The Democrats understand that the U.S. needs to exert its influence in the region in order to balance the stature of rising China.

It is the Democrats' interest to assure security in the region as it will allow U.S. business here to flourish. The region offers tremendous opportunity for U.S. business expansion, giving its improving economic growth.

At the financial crisis in 1997, the economy in the region has bounced back and has been steadily rising to its pre-crisis level. The region could also serve as a cheap investment alternative to China, where wages are rising, for U.S. business interests.

The region also remains crucial to U.S. anti-terror policies. U.S. leaders will keep their eyes on the anti-terrorism programs being run by Southeast Asian governments, given that the region was once considered a safe have for terrorists.

It is in the interest of America to keep terrorists out of the country, and so its leaders pursue this interest by supporting friendly countries working to stamp them out.

The rise of the Democrats will also force Southeast Asian countries to look at their human rights and social justice standards. Unlike the Republicans, who are largely pro-business and large corporations, the Democrats are pro-union, and this is likely to affect U.S. policy on labor matters.

The Democrats are expected to scrutinize the practices of sweatshops used by international corporations operating the region, as well as strongly rejecting the use of military and police force to shut down industrial action.

As strong advocates of civil liberties, human rights and social freedoms, the Democrats will be very critical of the use of the military in Southeast Asia nations, particularly those which have poor human rights records. A hardening of the U.S.'s stance toward the junta in Myanmar is to be expected, with the aim of pushing the country in the path of democracy.

The Democrats are also likely to remain critical of the Indonesian military's poor human rights record, despite the restoration of military cooperation between Indonesia and the U.S. last year.

Military cooperation between the two countries was cut back sharply in 1992, when Indonesian soldiers killed students and activists demanding independence for East Timor. The International Military Education and Training (IMET) program with Indonesia was resumed only this year -- by what was at the time a Republican government -- and based on Indonesian cooperation with the investigation in the August 2002 murders of two Americans and an Indonesian in Timika, Papua.

More than 40 Indonesian military personnel are studying professional military courses alongside U.S. officers this year. The courses will include training on human rights and civilian oversight.

With the rise of the Democrats we will no longer see the accumulation of power in one hand. By occupying majorities in the House of Representatives and the Senate, the Democrats will have a greater say than in the past, balancing the voice of President George W. Bush, now regarded in various quarters as too cocky and arrogant.

The Democrats are expected to understand better the aspirations of developing countries, including those in Southeast Asia. This will aid relations between such countries and the U.S., a change from the awkward atmosphere that has prevailed since Bush took power in 2000.

"I will work hard on fostering better relations, more respect for relations with both allies and non-allies," said Tom Lantos, a Democrat congressman from California, who may lead the House International Relations Committee.

"There has been a distinct deterioration of U.S. relations with a very large number of countries from France to Indonesia," he told Reuters last week.
