Anybody knowledgeable enough to explain and give odds that this will happen?
I've been researching and news just came out the GMA just signaled to her allies to go ahead and do a constituent assembly after the people's initiative thing failed.
From what I understand, she actually has a better chance of accomplishing this via Constituent Convention since she claims that her allies have the necessary votes to amend the constitutions and her allies doesn't seem to be talking out of their asses.
They need 3/4 of all the members of Congress(through constituent assembly) so they only need about 205 votes, and they have about 195 right now. Opposition says you need both houses to have a 3/4 majority but Article 17, section of the constitution clearly says ALL members doing a 3/4 majority, not 3/4 majority of each chamber:

Calling a consitutional convention on the other hand only needs 2/3 of all members, as stated in section 3(or a simple majority to call for a ballot vote by the citizens themselves:

My question is, whats the difference between constituent assembly and constitutional convention?
