Japan, the European Union and four other parties failed Friday to forge an accord on which of the two rival candidate sites in Japan and France will host an international project to build the world's first prototype nuclear fusion reactor.
The International Thermonuclear Experimental Reactor project, both Japan and the European Union remained adamant about their proposals to host the reactor, conference sources said. Japan has proposed that it host the project in the northeastern village of Rokkasho, while the European Union has selected the southern French town of Cadarache as its candidate venue. (Kyodo News)

What's the purpose of the reactor---an alternative energy source, or to construct weaponry?

Unfortunately only a alternative energy source.

I think it would be great for Japan to host the prototype fusion reactor for the fusion consortium. Although i do have worries about Japan's seismic activities. Participants in the $US10 billion International Thermonuclear Experimental Reactor (ITER) project are China, the European Union, Japan, Russia, South Korea and the United States. If they can pull it off with $10 billion, which i doubt, that will definitely be one of mankind's greatest scientific achievements, way beyond what nuclear power has brought us. Im glad to see several Asian states involved in this great undertaking.
